If yous know the program that uses this former VCC+ and so you tin reinstall it which may resolve the problem.
Yous can also uninstall the program and and then manually upgrade to the latest version 1903 past opening the Media Creation Tool from this link: http://windows.microsoft.com/en-us/windows-x/m..., choose Download Tool Now, then open the tool and choose Upgrade This PC Now. This saves your files, apps and most settings in place, is the nearly stable method to change versions, brings your Updates electric current, resolves almost problems.

If the Version has problems I will work with you to try to resolve them. If the issues are intractable, you have ten days to whorl it back in Recovery settings.

I was able to install Microsft Visual 2008 C++ merely not able to update it to the latest version of window 10. The update tab says:
"Your device is missing important security and quality fixes."
2019-10 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4520008) - Fault 0xca00a000
Microsoft .Internet Framework 4.viii for Windows 10 Version 1803 for x64 (KB4486153) - Fault 0x800703f1
Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243) - Error 0x80070643
I accept tried manually updating to window 10 1903 from the link you lot have provided but still failed. I tin't practise the clean install considering I take important software that can't be reinstall if I deleted everything. Are in that location any other options to set this?

Meow, what software uses Visual Studio 2008 which is and so old it may hateful the software itself if no longer compatible. Each version Update causes more older programs to stop working.
What I'd practise is uninstall the plan and VCC++ 2008 to try the Version Update run from information technology's downloaded media which is the best way.
Is this same program the one that is too sometime to find reinstall media. No modern software maker would stay in concern if they didn't make it like shooting fish in a barrel for customers to reinstall equally frequently as they want which many find the style to go along their system running fast and healthy.
